UL94 is the standard small-flame test: a specimen is held in a set orientation, a flame is applied, and the tester records whether and how fast it self-extinguishes and whether it drips burning material. Ratings run from least to most flame-retardant, and the rating depends on part thickness. 'Not rated' or 'HB' effectively means it will burn, so treat any unrated material as flammable. V-0 and the 5V grades are the usual requirement for electrical enclosures and aerospace or industrial parts.
